While heating the milk, place butter in a heavy bottomed saucepan,heating to low. When butter as melted, add all of the flour,stirring with a wooden spoon, Cook while stirring constantly for about 2 minutes, avoiding any lumps and don't let the mixture color. Remove from heat.

Add milk to the sauce pan no more than 3 T. at a time,stirring constantly making sure that it has been incorporated into the mixture, repeat until there is nothing left.

Place over low heat, add salt and cook stirring until the sauce is like a thick cream. Make sure there are NO lumps.
