Preheat the oven to 325u00b0F. Heat the oil in a saucepan and brown the beef until crumbly. Season with salt and black pepper. Add the scallions, half the garlic and half the chili pepper and fry for 1 min. Add the tomatoes and simmer for 5 mins. Allow to cool.

Wrap the tortillas individually in aluminum foil and bake for 10 mins. Allow to cool slightly, unwrap and lay flat on their foil on a work surface. Top each with a lettuce leaf, some beef mixture and a sprinkling of cheese. Roll up tightly and chill for 30 mins.

Place the avocados in a blender with the lemon juice and remaining garlic and chili and puree. Season with salt. Remove the wraps from the foil and cut each into 3 pieces. Serve with the guacamole.
