3 tbsp. vegetable oil (divided)

1/3 c. whipping cream
1/3 c. lowfat sour cream
1/4 teaspoon salt
2 tbsp. cilantro (minced)

Trim steaks to remove fat.

In a small bowl, combine chili pwdr, 2 Tbsp.

Preheat oven to 300 degrees.
