1 1/2 lb. ground beef
1/2 c. milk
1 c. soft bread crumbs
1 tsp. salt
1/2 tsp. pepper
1/2 tsp. chili powder
5 Tbsp. melted shortening
1/4 tsp. rosemary
2 c. sliced onions
2 (8 oz.) cans tomato sauce
1 c. water
1/2 lb. cubed Cheddar cheese
1 green pepper, sliced into rings
