In a medium-sized bowl mix the red Jell-O with 1 package of unflavored gelatin. Add the first amount of boiling water and stir to dissolve.

In another bowl, mix the sweetened condensed milk with the second amount of boiling water. Cool to room temperature.

In a small bowl mix the other package of unflavored gelatin with the cold water. After a few minutes add the final amount of boiling water.

Mix the gelatin into the milk mixture, stir well and cool to room temperature.

Now pour some of the Jell-O mixture into a 9-inch square glass pan, in a thin layer (to about 1/8 inch) and refrigerate for 15 minutes.

Pour a layer (also about 1/8 inch) of the milk mixture over the first layer of Jell-O and refrigerate for 15 minutes.

Repeat this process making additional layers until all of the ingredients are used and then allow the Jell-o to set.

Cut into your desired shapes and serve.
