Combine soy sauce, vinegar, mirin, mustard, sugar, sesame oil, ginger and garlic. Pour 1/2 over beef and set aside to marinate for 10 mins.

Heat oil in a wok or large frying pan over high heat. Working in batches, stir-fry beef for 1 min. Set aside. Add carrots, pepper and spring onions. Stir-fry for 1-2 mins. Return beef to pan along with snow peas, remaining marinade and 1/4 cup water. Simmer for 1-2 mins, until vegetables are just tender.
