Combine the sugar and corn starch in a pan. Turn heat on medium. Add the evaporated milk, and water (18 ounces is 1 1/2 cans of water, using the milk can to measure). Add 2 tablespoons of vanilla and a dash of salt. Stirring constantly, bring to a rolling boil. Remove from heat add the butter. Pour mixture into another bowl, cover with plastic wrap (touching the mixture to prevent a film from forming). Chill in the refrigerator for 2 hours.

Mix the whipping cream, remaining 1 tablespoon of vanilla and the powdered sugar. Beat on high until stiff peaks form. Refrigerate until ready to assemble the pudding.

Assemble by placing a layer of vanilla wafers, 1 sliced banana, and 1/3 of the pudding. Then start another layer with the three ingredients. Repeat. Top with the whipped Cream and decorate with vanilla wafers.
