6 medium potatoes, peeled and cubed
3 celery stalks
1 medium onion
2 carrots
6 Tbsp. all-purpose flour
1/2 tsp. pepper
2 qt. water
6 Tbsp. butter
1 tsp. salt
1 1/2 c. milk

Cook potatoes, carrots, celery and water for 20 minutes. Drain and save water.
