1 pound grnd beef
1 (10 ounce.) pkg. frzn broccoli
1 can French fried onion rings
1 med. tomato
1 can cream of celery soup
1 c. cheddar cheese, shredded
1/2 teaspoon garlic
1/8 teaspoon pepper
1/2 c. lowfat milk

Place potatoes on bottom and up sides of 8 x 12 inch casserole.

Bake at 400 degrees for 10 min.

Brown beef and drain.
