Preheat oven 375. Coat a 9x11 baking dish with cooking spray.

Cook orzo in lightly salted boiling water. Drain and toss with the lemon pepper and lemon peel.

In a large bowl, combine the ground turkey, eggs, salt, spinach, lemon juice, onion, dill, and orzo. Toss thoroughly and transfer the mixture to the prepared pan.

Form the bottom half of the meatloaf in the prepared pan: Make it 11 inches by 6 in. wide and 1 inch high. Form a layer of roasted peppers on top of the meatloaf, leaving a 1/2 in. border clear all the way around.

Top with the remaining meat to finish forming the loaf. Lay the remaining pepper strips diagonally across the top surface of the meat loaf and bake in the center of the oven for 1 hr. and 15 min.
