In a large bowl, stir together flour, cocoa powder, salt, baking powder, and baking soda. In mixer, beat together butter and sugar on low speed until fluffy. Add eggs and vanilla; beat well. Gradually add dry ingredients to creamed mixture; beat until well blended. Shape dough into small balls and place on ungreased cookie sheet. Press down center of dough with thumb. Drain cherries, reserving juice. Cut cherries in half. Place the cut cherry in the center of each cookie. In a small saucepan, combine chocolate pieces and sweetened condensed milk; heat until chocolate is melted. Site in 8 teaspoons of reserved cherry juice. Spoon about 1 teaspoon of the forsting over each cherry. Frosting may be thinned with additional cherry juice, if necessary. Bake at 350 for about 8-10 minutes. Remove to wire rack and cool.
