In an 8-quart saucepan, saute onions, celery, parsley and garlic in oil until tender.

Stir in beef broth, water, wine, tomatoes, tomato sauce, cabbage, carrots, basil and pepper.

Reduce heat; cover and simmer for 1 hour.
