Preheat oven to 350u00b0. Sift together flour, baking powder, salt and 2 tablespoons cocoa. Cream 1 1/2 cups sugar and butter until light and fluffy. Add the milk, then add the sifted ingredients. Mix well and add the chopped nuts. Spread evenly in a greased 13 x 9-inch pan. Combine the remaining cup of sugar, brown sugar and 2/3 cup cocoa. Spread this evenly over the mixture in the pan and slowly pour the boiling water over all. Bake 40 minutes. Remove from the oven and place on cake rack. Serve warm with whipped topping or when cool. In dishing up this dessert, be sure to cut down to bottom of the pan, because the rich, fudge-like topping is there. Serve upside down or in squares with the whipped topping. Serves 8.
