   Whisk flour into half-and-half.

   Melt butter in 2-qt.

   Add onion and garlic; cook and stir for one minute.

   Add half-and-half mixture to saucepan.

   Heat to boiling, stirring frequently.

   Reduce heat to low and whisk in sour cream.
