1 tablespoon oil
2 cups diced carrots
2 cups diced beets
1 cup chopped onion
2 cups chopped cabbage
2 potatoes, diced
1 cup diced celery
3 cups water
1 (12 ounce) can tomato soup
1 tablespoon salt
1 tablespoon sugar
1 tablespoon vinegar
1/4 teaspoon pepper
1 cup half-and-half cream
1/2 cup sour cream

Brown steak in oil; drain.

Place veggies in crock pot; place steak on top.
