Cream Dried Beef aka S.O.S.

   Melt butter in the bottom of a deep pot over medium heat.

   Add flour and pepper to make a paste, stir for a minute or two to cook the flour.

   Using a whisk, slowly stir in the milk.

   Add the beef pieces and the water.

   Cook and stir for 5 minutes until mixture has thickened.

   Serve over toast cut in half or quarters (commonly known as toast points).
