First heat the oven to 350 degrees. Then grease and flour an 8-inch square baking pan. In a medium bowl, stir together flour, sugars, cocoa, baking soda and salt. Add water, oil, vinegar and vanilla; beat with a whisk until smooth. Next pour the batter into the prepared pan. Then bake in a 350 degree oven for 18 to 20 minutes, or until wooden pick inserted in center comes out clean. Cool for 10 minutes; then remove from the pan to a wire rack. Cool completely. Transfer to a cutting board. Using a 3 1/4 -inch heart-shaped cookie cutter, cut the cake into four pieces. Then spread chocolate frosting on the top of two pieces. Next place the remaining two hearts on top. Finally garnish with decorator icing. This makes two small cakes.
