1 package German Chocolate Cake Mix
1 package Instant Vanilla Pudding (small Box)
4 whole Eggs
1 cup Water
1/2 cups Vegetable Oil
6 ounces, weight Chocolate Chips
FOR THE FROSTING:
3 cups Powdered Sugar, Divided
2/3 cups Baking Cocoa
1/2 cups Butter, Softened
5 Tablespoons To 6 Tablespoons Milk, Divided
