Heat remaining 2 tablespoons oil in skillet; whisk in 2 tablespoons flour, and cook, whisking constantly, 5 minutes or until light golden brown. Gradually whisk in milk; cook, whisking constantly, over medium heat until thickened and bubbly (about 10 minutes). Stir in 1/4 teaspoon salt and 1/4 teaspoon pepper. Serve over steaks.
