Whisk together flour, cocoa powder and salt in a large bowl. Set aside.

In the bowl of a stand mixer combine butter and sugar, beating until light and fluffy. Add in egg, milk/or cream, and vanilla, mixing until incorporated. Lastly add in 1/2 cup Nutella and combine. With mixer on low, slowly add in flour mixture and combine. Cover dough and place in fridge for at least one hour to cool.

Preheat oven to 350 F. Put the chopped hazelnuts into a shallow bowl. Roll dough into 1 inch balls then roll dough in the finely chopped hazelnuts. Pat additional hazelnut pieces into dough if desired.

Place on a parchment paper lined baking sheet 2 inches apart. Bake for 12 minutes. Remove from baking sheet and allow to cool on wire rack.
