Preheat oven to 400u00b0F. Combine flour, sugar, lemon zest, baking powder, egg, butter and 1 tbsp cold water. Knead until smooth then wrap in plastic wrap and chill for 30 mins.

On a lightly floured surface, roll out dough to 1/8 inch thick. Cut out 20 - 2 inch discs and 45 - 2 inch discs with a 3/4 inch hole in the center (to make a ring shape). Transfer to lined baking trays and bake for 8-10 mins until golden brown. Let cool.

Spread jam over full discs then top each with a ring-shaped cookie. Mix powdered sugar with lemon juice until smooth then spread over sandwiched and remaining ring-shaped cookies and sprinkle with cranberries and pistachios. Let dry. Tie a string around loose ring-shaped cookies and use as tree ornaments.
