1-1/2 Tablespoon Baking Powder
3/4 teaspoons Baking Soda
1/4 teaspoons Cream Of Tartar
1 bag Butterscotch Chips
3/4 cups Butter Or Margarine, Softened
1-1/2 cup Packed Brown Sugar
2 whole Eggs At Room Temperature
1/2 Tablespoons Pure Vanilla Extract
