Peel and slice the onions thinly. Fry lightly in hot oil and if uncooked meat is used, fry with the onions until slightly cooked and crumbly.

Soak the bread in the milk and squeeze out the milk.

Mix all the ingredients except 1/2 cup milk, 1 egg and the lemon leaves. Spoon the mixture into a greased ovenproof dish, roll up the leaves and insert them in an upright position in the meat mixture. Bake for 1 hour if uncooked meat is used and for 45 minutes if cooked meat is used.

Beat the remaining egg with 1/2 cup milk and pour over the meat 30 minutes before the end of the cooking time. Serve with rice and chutney.
