Combine 1/2 cup butter, 1/2 cup water and sauce mix. Bring to a boil, stirring continuously, until thickened. Remove from heat and whisk in 1 tbsp butter until melted. Set aside in a warm place.

Season flounder fillets. Lay a slice of salmon on top of each fillet. Roll up and secure with toothpicks. Arrange in a large baking dish and pour Hollandaise over and around fish. Bake for 15 mins, until cooked through.

Heat remaining butter in a saucepan. Add carrots and cook, stirring, for 5 mins. Add 5 tbsp water, a pinch of sugar and a pinch of salt. Cook, covered, for 6 mins, stirring occasionally. Serve with flounder and wholewheat bread.
