   Combine onion, celery, beef and pepper in big skillet with a little cooking fat in it.

   Brown slowly and stir constantly.

   When browned, add the rest of the ingredients; stir until pretty hot again and pour into a greased baking dish.

   Then on top, spread some mashed potatoes.

   Bake at 390u00b0 until brown.
