Combine dry ingredients in food processor, mix. Add cubed butter and vanilla (just enough to be fun), pulse until small peas have formed. Split mix between the two pans, press firmly into the bottom. Bake at 350 for 20 minutes, or until golden. Set on counter to cool slightly.

Add both cans of sweet condensed milk, butter and vanilla to a heavy pot. Cook on medium, stirring often, when mixture comes to boil, continue stirring until mix becomes the color you desire. Should be a soft golden color. Poor on first layer, smoothing with offset spatula.

Melt the chocolate in double boiler. Split the chocolate between the two pans and smooth with offset spatula. Cover pan and put in refrigerator until chocolate hardens.

Let come to room temp before cutting. Cut as desired.
