Combine flour, quick oats, salt, soda, brown sugar and melted butter in bowl and mix together to form a crumb mixture.

Pat a little over half of this mixture into a 8x8 baking dish. Non stick is best. Bake at 350 for 10 minutes.

Melt and mix the carmels and cream together, but do not bring to boil. Take off heat.

Take the pan out of the oven, wait five minutes, and sprinkle the chocolate chips over the mixture.

Pour carmel-cream mixture over chocolate chips and top with the rest of the crumb mixture. Do not pat down

Bake at 350 for 15 minutes.

Cool and cut into squares. 1 inch--they are rich!
