Bring water to a boil.

In a large pan, heat olive oil, onion, garlic, and bay leaves.

When the onion begins to brown (keep stirring so that the garlic doesn't burn), add the rice, salt, and saffron. Mix everything, and let the rice fry for 2 to 3 minutes, stirring from time to time.

After this time, add a little boiling water to loosen the rice, and then the remaining water. Simmer until cooked. It is important the rice is not too soft.

Remove rice from heat, and drain in a large colander. Rinse the rice with cold water, and let cool completely. When cold, put the rice in a serving bowl, and add the flaked almonds and raisins. Mix well to evenly distribute all the ingredients.

Serve with meat or fish.
