Cook 2 cups of basmati rice, per rice cooking instructions. Let it cool completely. Cooking rice overnight cools it off completely for next morning's preparation. Make rice ahead preferably in a rice cooker.

In a wok or large frying pan, heat oil, add cumin seeds and when it starts to sputter, add peanuts and roast (this is optional) then add turmeric, then add onions first to fry lightly brown, then add potatoes and fry, then add carrots, when slightly cooked, add green peppers and peas and fry till all cooked to a soft crunch. Then add in crushed pepper and salt
