Place the flour in bowl with the vanilla extract, egg, salt and butter. Using an electric hand-held mixer fitted with dough hooks, mix until you have a smooth dough. Add a little cold water 1 tsp at a time if necessary. Wrap in plastic wrap and chill for 30 mins

Preheat the oven to 325u00b0F. Roll out the dough to approximately 1/4 inch thick on a lightly floured work surface. Stamp out heart shapes with a large heart-shaped cutter. Transfer to two baking sheets lined with parchment.

Use a skewer to make two holes in the top of each cookie. Transfer to the oven and bake for 20 mins. Remove and place on a wire rack to cool.

For the icing, mix together the powdered sugar and lemon juice. Use 2/3 of the icing to fill a disposable icing bag fitted with a small star-shaped nozzle. Pipe around the edge of the cookies. Decorate with the dragees. Use the remaining icing to fill a disposable icing bag fitted with a small round nozzle and use to pipe a Valentine's message on each cookie. Once dry, thread the ribbon through the holes and tie. Dust with more powdered sugar.
