Heat oven to 350. Grease rectangular pan (13X9X2) or two square pans (8X8X2). In medium bowl, combine cocoa & baking soda. Blend in 1/3 c. melted butter. Add boiling water. Stir until mixture thickens. Stir in sugar, eggs & remaining 1/3 c. butter. Stir until smooth. Add flour, vanilla & salt. Blend completely. Stir in chocolate chips. Pour into prepared pan. Bake 35-40 minutes (30-35 for 8X8X2) or until brownies begin to pull away from sides of pan. Cool completely in pan. Frost with one-bowl butter-cream frosting. Cut into one-inch squares.

In small mixing bowl, cream butter. Add cocoa & confectioner's sugar alternately with milk. Beat to spreading consistency (add more milk if needed). Blend in vanilla. 3/4 c. chopped nuts may be added before spreading. Spread on brownies.
