Dredge the beef strips in flour, salt and pepper in a large Dutch oven.

Brown in a large skillet, working in batches.

In a saucepan combine water, ketchup, brown sugar, vinegar, Worcestershire sauce, onion, garlic (if using) seasoning salt and pepper.

Bring to a boil, reduce heat and simmer on low heat, covered for about 10 minutes.

Pour over the beef strips and cook on low heat for about 1-1/2 - 2 hours, or until the beef is desired tenderness, stirring occasionally.
