In medium saute pan, warm canola oil over medium-high heat. Add ground beef, salt and pepper to pan, stirring every couple minutes to break up meat. Saute meat until fully cooked, 6 to 7 minutes. Remove pan from heat. Push the cooked ground meat to one side of the pan, and use a spoon to remove and discard a majority of the fat from beef. Stir ketchup, mustard, brown sugar and cayenne powder into the ground beef, and warm the meat over medium-high heat for just a couple minutes until beef is combined with sauce.

Pour queso dip into a microwave-safe dish, and heat in microwave until warm. Layer a plate with the tortilla chips, pouring warm sloppy joe mix over the chips. When queso dip is heated, drizzle over chips, and serve.
