In a large bowl, thoroughly mix 1 1/2 cups flour, sugar, salt and dry yeast.

Combine milk, water and margarine in a saucepan. Heat over low heat until very warm.

Gradually add to dry ingredients and beat 2 minutes.

Add 1/2 cup of the flour and beat.

Stir in enough additional flour to make a soft dough.

Turn on lightly floured board and knead until smooth and elastic, about 5 minutes.

Place in a greased bowl.

Cover and place bowl in pan of warm water.

Let rise 15 minutes.

Turn out on board.

Divide in half and make into rolls.

Cover and rise 15 minutes.
