1/2 cup butter

BROWNIE LAYER
1 1/3 cups sugar
3/4 cup flour
1/2 cup unsweetened cocoa powder
1 1/2 teaspoons baking powder
1/2 teaspoon salt
3 eggs
1/3 cup butter, melted
1 tablespoon vanilla
1/2 cup miniature semisweet chocolate chips
