In a large saucepan place the milk, sugar and flour. Mix everything well with a wire whisk and bring to medium heat. Add the lemon zest and stir until the cream thickens.

Meanwhile, in a bowl using an electric mixer, beat the egg whites until stiff and set aside.

Pour the mixture into a baking dish (roughly 8x8 or 9x9-inch), sprinkle with cinnamon powder (enough to cover completely) and place it into the preheated oven. Bake at 180u00b0C/350u00b0F for about 20 minutes.
