Combine in a saucepan brown sugar, flour and salt. Add raisins and boiling water. Bring to a boil. Simmer until raisins are plump and mixture starts to thicken, (about 10 minutes). Stir constantly. Remove from the heat and stir in lemon juice and lemon rind. Cool while making pastry. Prepare pastry and line a 9-inch pie plate with the rolled pastry. Roll out top crust and cut slits in the center. Pour cooled filling into pastry lined pie plate. Moisten the edge. Place top crust in position. Seal and flute the edge. Bake in preheated 400u00b0 oven for 35 to 45 minutes or until pastry is golden brown. You can add half cup chopped walnuts to the cooked mixture to make a raisin - nut pie variation.
