2 cups water
¼ teaspoon salt
¼ cup finely diced onion
3 tablespoons butter
3 tablespoons all-purpose flour
ground black pepper, to taste
3 cups milk
1 cup shredded cheddar cheese
1 cup cubed cooked ham

Bring water and salt to boil; add potatoes and cook until tender.

Reserve 1 cup of cooking liquid (add water to measure 1 cup if necessary) and drain potatoes.
