Preheat the over to 350F. Grease a 9-inch square pan.

In a small bowl, whisk together the flour, baking powder, baking soda, and salt.

In a large bowl, mix the peanut butter and butter on medium speed for 1 minute. Add both sugars and beat for an additional 2 minutes. Add in the eggs, one at time, beating for 1 minute after each addition. Beat in the vanilla extract. Reduce mixer speed to low and add in the dry ingredients. Mix only until the dry ingredients are incorporated. Stir in the chocolate chips.

Spread the dough into the prepared pan and bake until the blondies turn a VERY deep honey brown, about 40-50 minutes. Cool completely before frosting (I stuck mine in the freezer for a bit to chill them completely before frosting).

Mix the butter and peanut butter together on medium speed for 1 minute. Slowly add in the sugar and milk. Beat on high for 3 minutes.
