In a separate bowl, sift together flour, baking powder, baking soda and salt. Alternately add flour mixture and buttermilk to the sugar mixture, starting and ending with flour mixture. Mix well after each addition.

Drop by tablespoonfuls onto an ungreased cookie sheets, leaving approximately 2 inches between each cookie. Bake 12-14 minutes or until edges are set and the cookies are golden. Cool completely on cooling racks before frosting.

Add grated orange peel, orange juice, butter, and powdered sugar to a large bowl. Mix well and spread onto cookies. The frosting will set in approximately 1 hour.
