Whisk together flour, sugar, baking powder, baking soda, salt, chocolate chips, and zest. Set aside.

Whisk together egg, orange juice, buttermilk, and oil. Pour wet ingredients into dry ingredients, and mix until just combined. Do not over-mix.

Divide batter evenly between the 12 muffin slots, filling only halfway. Place a teaspoon of Nutella into the centre of each muffin, then cover with remaining muffin batter. Bake for 15-20 minutes, or until a toothpick inserted just off-centre (to avoid Nutella) comes out clean. Allow to cool for 10 minutes in the pan, then transfer them to a wire rack to cool completely.

Whisk together the icing sugar, and 1 - 2 tablespoons of orange juice. Add a little water if the icing is too thick.
