Warm milk to around 100 degrees. Combine milk, sugar, and yeast packets and allow to ferment 10 minutes. In the meantime, sift flour into a large bowl and make a deep well in the middle. When milk mixture is frothy, pour it into the well. Slowly combine flour into milk until the flour is incorporated and the dough is sticky. Turn the dough out onto a well-floured work surface and knead until smooth (about ten minutes). Place dough into a large oiled bowl and allow to rise in a warm place 1 1/2 hours or until doubled in size. Punch down dough and knead lightly. Form shape (either two loaves or small rolls arranged in a baking pan). Return to warm place and allow to double in size. Bake at 425 for 25 minutes basting with butter occaisonally.
