1 cup water
2 tablespoons flour
1/2 cup sugar
1/2 teaspoon vanilla
1 cup butter
1 1/2 cups brown sugar
1 teaspoon baking soda
1 1/2 cups flour
1 1/2 cups oatmeal
1 teaspoon vanilla
1 pinch salt

Combine first 5 ingredients and boil until thick.

Cream butter and brown sugar and add remaining ingredients.

Put 1/2 of creamed mixture in 8-in. square pan, cover with raisin filling and top with remaining creamed mixture.

Bake at 325 for for 30 minutes. Cut when cool.
