Cook celery, green pepper, and chopped onion in 1 tbs of butter until tender. Add stuffing mix and 3 tbs of water. Stir well.

Place fish on sheet of greased heavy foil in a shallow baking pan or sheet. Sprinkle salt and pepper on fish and in cavity. Fill cavity with stuffing mix. Seal foil around fish.

Bake at 350 for 30 minutes, then open foil and bake 15 minutes more -- until fork pierces easily to bone the thickest part.

While fish is baking, combine brown sugar and cornstarch in sauce pan. Stir in 2 tbs each of water, lemon juice and soy sauce. Add green onion, 1 tbs butter and garlic. Cook until thick and bubbly, stirring constantly. Place fish on serving patter and pour sauce over.
