Add butter, rind, and 1 egg. Turn dough out onto a lightly floured surface. Knead until smooth and elastic (about 10 minutes); add enough of the remaining flour, 1 tablespoon at a time, to prevent dough from sticking to hands (dough will feel tacky).

Divide dough by making 3 lengthwise cuts and 4 crosswise cuts to form 20 equal pieces; shape each piece into a ball. Arrange the balls in a 13 x 9-inch baking pan coated with cooking spray. Combine water and 1 egg, stirring with a whisk. Lightly brush rolls with egg mixture; sprinkle with 1/2 teaspoon poppy seeds. Cover with plastic wrap, and let rise in a warm place (85u00b0), free from drafts, 20 minutes.

Uncover dough. Bake at 400u00b0 for 20 minutes or until golden. Remove from heat; cool in pan 5 minutes. Serve warm, or cool completely on a wire rack.
