Knead ground almonds, butter, baking powder, 2/3 cup sugar, 2 3/4 cups flour, 2 eggs, 1 tbsp cold water and a pinch of salt with the dough hook of a mixer until smooth. Wrap in plastic wrap and chill for 30 mins.

Preheat oven to 325u00b0F. Grease and flour a 13 x 15 inch baking pan. On a floured work surface, roll out dough to a 13 x 15 inch rectangle and line pan. Prick all over with a fork. Bake for 20 mins. Remove from oven and reduce temperature to 300u00b0F.

Meanwhile, mix remaining flour and sugar. Add lemon juice and zest and remaining 8 eggs. Transfer to tart shell and bake for 25 mins, until set. Allow to cool on a wire rack. Remove from pan, cut into 28 pieces and dust with powdered sugar.
