Mix flour, salt and baking powder together. In a separate large mixing bowl, mix together the sugar and eggs. Add the oil and water and mix. Add dry ingredients to mixture a little at a time until combined. Place on flat surface and knead until smooth. Cut into four equal pieces. Roll out each piece to about 1/4 inch thickness. Spread with jam to about 1 inch from edge. Sprinkle generously with walnuts, raisins and chocolate morsels. Roll up dough and place on a cookie sheet lined with parchment paper. Be sure to fold over the ends. Bake at 350 degrees for about 30 minutes or until light golden brown. When cooled, slice into 1/2 thick slices. Place on a tray and sprinkle with confectioner's sugar.
