Jerry Tosi'S Pastene Veal Goulash

   Cook onions in olive oil until well browned. Add the veal, salt, pepper and paprika. Cook until brown stirring often. Add the tomatoes, and green pepper. Cook several minutes. Add water.

   Cover and cook slowly 45 minutes (1 hour to 1&1/2 hour on low, top of stove) Add additional water, if necessary. Add capers and cream. Cook for five minutes and serve hot.
