In a large bowl mix flour, salt and water and mix to make a dough. The dough should not be sticky. You can add a little extra flour or water to achieve the right result.

Divide dough into small balls, set them on a tray and cover with a wet cloth to prevent them from drying.

In a medium sized bowl combine 1 tablespoon of olive oil, goat cheese, scallions, fennel, parsley and salt for filling.

Dust the counter with a little flour. Roll the balls thin. Put some filling on one side of each circle and roll it up. Seal with your fingers and trim off any excess dough.

Heat a nonstick pan over medium heat and put 1 or 2 gozlemes into it. Cook on one side about 20 seconds. Turn over, brush with olive oil, and cook the other side for 20 seconds. Turn it over again and brush the other side with olive oil. Turn it over again and cook that side for 10-20 seconds. This way, both sides are coated with olive oil and get a nice brown color. When nicely browned on all sides remove them from the pan. Repeat these steps until all the dough is used. Serve warm with ayran or tea.
