1. Preheat oven to 375. Coat a 9X11 baking dish with cooking spray.

2. Cook the orzo in plenty of lightly salted boiling water. Drain and toss with the lemon pepper and feta and lemon peel.

3. In a large bowl, combine the ground turkey, eggs, salt, spinach, lemon juice, onion, dill, and orzo. Toss thoroughly and transfer the mixture to the prepared baking dish.

4. Form the bottom half of the meat loaf in the prepared baking dish: Make it 11 inches by 6 in. wide and 1 in. high. Form a layer of roasted peppers on top of the meat loaf, leaving a 1/2 in. border clear all the way around. Top with the remaining meat to finish forming the loaf. Lay the remaining red pepper strips diagonally across the top surface of the meat loaf and bake in the center of the oven for 1 hr. and 15 min., or until it reaches an internal temperature of 165 deg.
